I feel sorry for the StarTeam people

Definitely the worst piece ever for tracking issues. A team using StarTeam is either stuck in company bureaucracy, or lacks good people who understands that tools evolve.

I've been in the same situation. Luckily we had a manager who understood the costs of it.

StarTeam seems ok to me...

…in the "Enterprise Advantage" server, where you can customize the workflows and/or start a new one from scratch.

I don't know enough the others, though.

Before we use JTRAC, issue management became a nightmare and we needed to go through emails to track issues, not to mention how tired it was to manually update issues in excel spreadsheet and synchronize it with lots of people. Then, I found JTRAC in sourceforge, read the manual for a while and amazed how easy it is to install and use it! The application is user friendly, and now it has helped us to manage more than 100 issues with more than 20 people involved in a month!
